In fact, literally you could read in a very literal wooden way in the beginning God's created the heavens and the earth, Elohim, and if you read down a little bit in verse 26 and 27 it says then God said, Elohim said let us make man in our image, and so in the image of God he created them. It's an interesting mix of pronouns is God speaking to let us make man in our image when speaking to angels if that's the answer is wrong no angel ever held God in creation.
We learn from the New Testament that God created the heavens and the earth and it was Jesus who was given the authority and through his agency. The worlds were created. This is the Godhead speaking the Trinity speaking let us make man in our image we see this again in the prophets Isaiah chapter 6.
